Buy Canadian Changes Everything for SMB Procurement. Here Is What Changes on June 15.

The federal government's Buy Canadian Policy came into effect December 16, 2025. Most Canadian companies know it exists. Far fewer understand what changes on June 15, 2026, and why that date matters more than the original launch.

On June 15, the procurement threshold that triggers Canadian content preference requirements drops from $25 million to $5 million. Federal departments procuring technology, services, and goods valued at $5 million or more will be required to evaluate Canadian suppliers preferentially. That threshold change expands the universe of federal contracts where Canadian ownership is a structural competitive advantage by an order of magnitude.

What this means in practice: A Canadian technology company competing for a federal SaaS contract, a services engagement, or a supply arrangement worth more than $5 million will have a measurable scoring advantage over US and international competitors beginning June 15. That advantage does not appear automatically. It requires the company to be registered as a supplier with PSPC, eligible under the relevant procurement vehicle, and known to the program officers managing the contract.

The SMB Procurement Program launches spring 2026 alongside the threshold change. The program reserves specific federal contracts for Canadian small and medium businesses and streamlines the procurement process for companies that have not historically competed for federal business. For a technology company that has never pursued federal procurement, the combination of the SMB program and the threshold change creates a pathway that did not exist twelve months ago.
